Abstract


This article aims to analyze the urgency of leadership policies in Islamic education management as an instrument for fostering students’ values, morals, and character, as well as to formulate a conceptual framework for Islamic value-based leadership. This study employs a qualitative approach using a literature review method. Data were obtained from various scholarly articles, academic books, and policy documents relevant to educational leadership, Islamic education management, character education, and students’ moral development. The data were analyzed through content analysis and thematic synthesis to identify the interrelationships among leadership, educational policies, institutional culture, and character formation. The findings indicate that leadership policies play a strategic role in directing educational visions, cultures, programs, and practices oriented toward Islamic values. Leadership grounded in trustworthiness, exemplary conduct, justice, responsibility, and consultation can foster an educational environment that supports the internalization of values and the habituation of moral behavior. This article proposes a conceptual framework that positions leadership policy as a link between Islamic values, educational management, institutional culture, and student character.
