Abstract

The neutrality of village officials is an important principle in ensuring democratic, fair, and accountable general elections and regional head elections. Village officials hold strategic positions in society because they interact directly with residents and exercise responsibilities in local governance and public services. Such positions may create legal concerns when official authority, government facilities, or social influence are used to support or benefit particular election participants. A lack of understanding regarding the legal boundaries of neutrality may increase the risk of violations of democratic principles and applicable legislation. This community service program aims to improve village officials' legal understanding of neutrality principles, restrictions on involvement in practical politics, forms of neutrality violations, and their potential legal consequences in general and regional head elections. The program employs an educational and participatory approach through legal presentations, interactive discussions, question-and-answer sessions, and participant knowledge assessments. The educational materials are based on legislation governing general elections, regional head elections, and village administration.
