Abstract
Parking management is an important aspect of supporting public order, safety, and smooth traffic flow, as well as improving the quality of public services in Bengkalis Regency. However, the absence of specific regional regulations governing parking management and supervision has resulted in various problems, including illegal parking, disruption to traffic safety and order, weak accountability mechanisms, and the suboptimal utilization of potential regional revenue from the parking sector. This community service activity aims to assist the Government of Bengkalis Regency in preparing an Academic Paper and a Draft Regional Regulation (Ranperda) on the Supervision of Parking Operations. The method employed was participatory assistance through several stages, including problem identification, data and information collection, regulatory needs analysis, preparation of the Academic Paper, preparation of the Draft Regional Regulation, and joint discussion and refinement with relevant stakeholders. The results of the activity demonstrate that an Academic Paper and Draft Regional Regulation were successfully prepared, containing provisions concerning the management of parking facilities, licensing, parking areas and locations, parking attendants, tariffs and levies, rights and obligations, guidance and supervision, prohibitions, and sanctions. This activity contributes to providing a policy foundation for the Government of Bengkalis Regency to establish parking governance that is more orderly, transparent, accountable, and equitable.
