Abstract


This study aims to analyze the development strategies of the Kampung Galung tourism area in realizing community-based tourism in Barania Village, West Sinjai District, Sinjai Regency; identify supporting and inhibiting factors; and analyze the role of the village government in tourism area development. This study employed a descriptive qualitative approach. Data were collected through observation, interviews, and documentation, with informants selected using purposive sampling. Data were analyzed descriptively and using SWOT analysis. The findings indicate that the development of Kampung Galung is implemented through community involvement in decision-making, the provision of economic benefits to local communities, environmental sustainability, and the preservation of local identity and culture. The main supporting factors include the unspoiled natural landscape, scenic rice fields and terraces, swimming pools, gazebos, dining facilities, photo spots, the friendliness of the local community, and affordable entrance fees. The inhibiting factors include limitations in certain facilities, low environmental cleanliness awareness among some visitors, a shortage of cleaning personnel, suboptimal visitor information and regulations, and access disruptions caused by landslides during the rainy season. The SWOT analysis indicates that Kampung Galung's development position falls within Quadrant I, with an X-axis value of 13.4 and a Y-axis value of 14.4, based on the IFAS and EFAS score calculations conducted in this study. Therefore, the proposed strategic direction focuses on leveraging existing strengths to maximize available opportunities. The development strategies are directed toward improving facilities, enhancing human resource capacity, developing children's attractions and cultural arts activities, strengthening digital promotion, and improving environmental monitoring. The village government plays the roles of regulator, facilitator, and motivator in supporting community-based tourism development.
